This is available in a Windows Server 2003 AD environment, but you could effectively create a GPO that has this functionality. Of course, this would mean creating a custom GPO and manually editing it or using the GPMC to edit it. Software Restrictions is aimed at replacing APPSEC, and using the functions of a GPO without an EXE that isn't granular.
