The correct process is to create a new XP farm with the same name as an
existing 1.8 farm (Exact spelling and case of the 1.8 farm) and turn on
interoperability mode in the CMC for the XP farm.
There are a few more things that need to be done as well - this is covered
in the XP admin guide and the migration guide
