Unfiltered policies, which are also policies with no filters, apply to either
all Computers or all Users.
Policies are applied in order of priority. Try the policy modeling wizard to
see what happens with a server or user.

Do XA 6.5 policies create in the Appcenter merge?
Do things in the unfiltered policy apply to servers that have another policy
defined for them?
I'm trying to change the reboot schedule for a subset of my XA servers and only
need to change the reboot time, none of the other policy settings.
