[THIN] Windows Update

I realize this question isn't entirely TSE related but thought people here
might have seen this before. Windows updates quickly scans to 100% then
states there are no updates. I tried re-installing OS (new box) different
NIC drivers, thought perhaps it was tied to admin account so logged on as
another with admin rights. The NIC's work fine in every other respect. I
can browse, download, team etc....
My thought is when you first agree to the updates it writes some key to the
registry. Any help would be appreciated.
