There's never a dumb question when it comes to licensing.

Yes, your 2003 server CALs are "downgradeable" to Windows 2000. Similarly,
if you have a 2003 server license, it covers you for the installation of
2000.

Microsoft has implemented, here it goes:

If I have Windows 2003 Server CALS (not TSCALS), are these also good (legal)
for accessing Windows 2000 servers?
Are they backward compatible?
