How about. Enable the "Deny logon locally" policy option for your domain. It's in Computer Config/Windows Settings/Local Policies/User Rights. You could also go one step further and set the "Number of previous logons to cache" from the default 10 to 0, meaning if they can't hit a DC when they try to authenticate, they can't even login to their computer with the cached credentials.
