Starting with Web Interface 5.1.1, an enhancement was added to improve
resiliency when XML brokers get into an unhealthy state. Web Interface now
has the ability to not only detect when the IMA service is stopped or
crashed but also when the IMA service is running but in a hung or
unresponsive state.
