I'd look at regmon also...when you manually register a dll using
regsvr32 it updates the registry.  Sounds like the client doesn't have
permissions to that hive or specific key.  Regmon will let you see
this.

Sounds like a permissions issue.  Try running filemon and have this
user
run it again,  look to see if anything is access denied.

We have had Visio2000 standard installed on our TS boxes for years.

Client just tried to run one of the wizards (Network Diagram Wizard)
that I
think came with network diagrams add on.

I won't load.  I get an OLE automation error.  Says make sure
VaoUtils.dll
is installed and registered.

It is there.  Can't re register under user rights.  Did  it with admin
rights registers fine.

Wizard runs fine with Admin rights.

Checked MS.  Found two articals that say Visio was written to run
under
Admin rights.  Good thinking.
(267253 and 277926)

My quesiton is has anyone found a workaround for this?  There are
other
wizards that run and others that don't.

I tried to figure out if it was just a Hive security issue that I
could
open
up but had no luck.

Really could use some help with this one.
