It's impossible to know how many users can fit on a particular box because we don't know how your users will be using the application. Then there is the fact that you didn't specify what you were using. I have a mix of G3/G4's that with one application (Facets), I get around 70 - 80 users on them before running out of kernel memory. Now the kicker on that is is that the application itself can go higher, it's the modules developed by the company I work for that have brought the usage down.
