I'm not sure if this is SP4 related, but I recall that a couple of things happened after I installed either SP4 or IE6sp1. 1) "My Computer" was rebranded as "My Computer" (previously it was %SERVERNAME%) 2) Outlook Express stubpath re-inserted itself.
