[THIN] Timezone problems

I am having a problem with policies on a PS 4.0 server running on 2003
where it doesn't matter what my policy says the client is still using
local time zone - am I missing something? in the Farm properties I have
the box unchecked for using the clients local time and I have also
created a policy and under user workspace -> time zones I have do not
estimate local time enabled and do not use clients local time enabled -
they are both enabled and the options are greyed out but show checks in
the boxes.
