[THIN] Silent ICA client MSI Install

Totally confused.
I am attempting to do what I thought would be a simple task. Upgrade our ICA
Clients to ver 7.10.
I am running the command below on a test machine.
msiexec /i ica32.msi /qn+ REBOOT=3DSUPPRESS CLIENT_NAME=3D%COMPUTERNAME
ENABLE_SSON=3DYes ALLOW_REBOOT=3DNo ENABLE_DYNAMIC_CLIENT_NAME=3DYes /Limev
ica.log
The installation fails and in the log file it says:

I have checked what I thought would be obvious. The folder names and they
are all standard. I am sure I must be missing something simple. I have
checked all the installation documentation and I know I haven't set all the
possible options, but I didn't think it was necessary too unless changing
them.
Can any tell me what I am missing?
