Yes you can but you will be using the production data store for the new
zone 

Steps for this are 
1. install w2k and sp's and post sp hfx's
2. install citrix use the prod farm name and do not use the default zone
name it something different
3 install all fr's, sp's and post sp hfx (like production environment)

And you are set to use a different zone, shareing licenses across zones,
and using the same data store

I want to do some experimenting on a Citrix Server but I do not want to

one of my production servers.   Can I create a new server on a new zone

still share my licenses from my production servers?  I do not want to
