[THIN] Setprop.exe disable a published app by command line??

all,  

I am in need to write a script that disables a published application from
command line  It is to do with month end runs and users must not have
access.  I have searched archives and all I can find out is that there is an
executable called setprop.exe on the XP SDK  does anyone know if this works
on metaframe 1.8 fr1 sp3.  Failing that do you know a better way.
