I would do FR3/SP4 first and skip MS SP4 unless you really need it. Also,
updating to FR3 is a little more entailed than just upgrading the server.
If you have multiple servers in the farm, you will need to consider
upgrading Metric servers and ZDCs first.

That May be an option later, however for various reasons not in my control I
would like to get my Metaframe XP 1.0 on at least FR3, and server 2000 on
SP4, so which should I patch first?

citrix to FR3 first then do service pack 4 on windows 2000, or the opposite?
