If the DNS zone is AD-integrated, yes. If it isn't,
you may want to copy the zone files to the new bdc.

I don't know - I'd create a template for a backup that
can be copied over.

As long as you have no NT4 domain controllers, you can
run in native mode, and you should do this if you can.
You can find out in AD Users and Computers, Domain
properties.

Make sure that your TSEs point to the new licensing
server - it's a registry setting.

No. One GC is enough in a single site.

Assuming the worse - that your PDC is your TSE - users
may not be able to logon is their TCAL is at the end
of its 90-day lease, or they've never been issued a
TCAL.
