Hi,

In HKLM\Software\Microsoft\Active Setup

Search for Outlook Express and delete the StubPath entry's (2 entry's on
w2k3 one on w2k)

This will prevent the creation of OE shortcuts.

Under Program Files you can remove the folder or place NTFS permission
on the Outlook Express Folder.
