I've had similar problems using AutoVue.
Take a look at what I did:
Give the EVERYONE group Full Control on these keys (and sub-keys):
HKCR\AutoVue.Document
HKCR\CLSID\{71FE6890-6F6E-11CE-9EF9-0000C074797F}
Try replacing AutoVue.Document for Voloview.Document
And replace the CLSID with the one for Voloview.

When opening Volo View Express Version 2.01 under win2000 as a user a
message 'failed to update the registry. please try using regedit' pops up.
It is OK as Admin.
I have used Regmon to find where I need to open up some permissions but so
far I have been unsuccessful. Has anyone out there seen this problem with
Volo View if so can you let me know the offending area of the registry?
