[THIN] Question about Load Balancing

We have a CPS4 farm all running on Windows Server 2003.  Most of the
farm settings are default, including the load balancers, though I have
tweaked them and done some experimentation.  Currently, all servers are
using a modified version of the default load balancer, so that instead
of having a 100 user count cap, they are capped at 60 users.  Still, I
find it odd that I always have a few servers, and they seem to be the
same servers that will have 20 to 30 more users than the others.  For
example, it's still pretty early in the work day here, so I have about
30 per server on each of our 10 farm members, however, one is showing
49.  I can't understand why a few of the servers always seem to get more
users going to them.  Has anyone had a similar experience and can shed
some light on what might be the cause and what I might do to even this
out?  I've tried several custom load balancers, but these few servers
till seem to be consistently designated to receive more sessions than
the rest.
