[THIN] Publisher 2003 trying to download clipart automatically from web - can't!

I searched and searched thinking someone else would have to have come across
this.  Publisher 2003 downloads clipart from the web for its publication
templates it includes.  However, unless I'm running IE through Citrix at the
same time it is not able to "import" them when you create a new document.
Really bizarre.  I'd like to be able to not have the user to have to do
this.  Any ideas?

Running MetaFrame XP FR3 on W2K SP3.
