Have you checked into UPHclean? http://www.microsoft.com/downloads/details.aspx?FamilyID=1b286e6d-8912-4e18-b570-42470e2f3582&displaylang=en The proper behavior for roaming TS profiles should be as you described, but in reality it often doesn't work that way. UPHclean resolves the bulk of these cached profile problems.
