Try M$ Q258165. We were getting the same problem and this worked for us.

Regards,

Geoff.

Subject: [THIN] Problem with IE5.5 on W2K/FR2 Farm

Greetings

I've recently had to inherit the support and maintenance of a 10-server farm
built by another company. Fortunately, the documentation is pretty good, but
I'm struggling to overcome a slight problem with IE5.5 SP2 and policies. The
setup is W2K with SP3, MF XP with FR2, all in an NT domain, with NT-based
policies utilised to restrict user desktops, etc.

The problem is this: if a user doesn't have IE open and clicks on a URL in
an email (Outlook 2000 + Exchange 5.5), IE loads and the URL is displayed as
normal. However, if IE is already loaded when the user clicks the URL,
nothing happens.

I've trawled through all of the policies that have been enabled, but nothing
stands out as being likely to cause this problem. Having said that, if the
whole .POL file is removed from a server, everything works as expected.
Given the very nature of policies and the lack of ways of documenting their
settings, I don't fancy having to set them up again, rather I would prefer
the fix the problem as it stands.

Can anyone help?

Regards,

Paul
