I agree that anything as volatile as CPU is pretty useless, but one thing we do is to put a "Per User" load e.g .100 users and then a "secondary" load based on CPU that are set to range between (say) 75-95% - so that it only becomes effective for high CPU usage - Ditto a similar one for Memory It's not so much for load balancing as being a poor mans CPU/Memory based management tool for when something goes pear shaped. We also use the scheduling load rule for planned outages and the IP filtering rule for multi-site single farms.
