No WI?  Ugh, well... I'm not sure quite how you plan on making it work...
Page 10 of the ICA Admin guide specifies that WI is required.

"The Program Neighborhood Agent requires the Web Interface and requires the
presence on client devices of Microsoft Internet Explorer 5.0 or later, or
of Netscape Navigator 4.78, 6.2, or later."

We aren't running WI 2.0 so we have to configure the config.xml manually.  
Does anyone know of a document that describes the syntax of the config.xml 
file so that we can do this?
