Depends on what your goal is.

Your best bet is to investigate installing the Nfuse Web Portal so you
can enumerate your Published Application sets via the XML port instead
of 1604.

        On NT 4.0 TSE w/SP5 and Citrix Metaframe 1.8 w/SP2
        and FR1, what do Ineed to do so I don't have to open
        Port 1604 on the firewall? Is it FR2 that enables this?
        Also, do I need to install the XML service?
