[THIN] Permissions running Oracle Report!!

We have an Oracle application published that is giving me grey hairs!
It opens using the forms (6i) runtime with no problem. When trying to
run the report, it says "FRM-41211: Integration error: SSL failure
running another product."
If I add this user to the server administrators group... it works just
fine, so I believe it to be purely windows permissions related. I gave
everyone Full access to the Oracle Home, but the same occurs.
Using regmon and filemon...the forms and reports .exe's don't get
access denied to anything! Any ideas? This is a little past weird!
