There is a setting in the Activesync software when you first connect that asks whether you want to duplicate items if you haven't connected before to that machine. They are probably choosing the wrong setting. The best solution is to only put activesync on one of your servers or give your activesync users local outlook access. Since we only have about 10 in our org we give them local outlook and make them sync to only one PC.
