Windows 2003 SP1 caused this most likely. There is a registry hack
to fix it.

Subject: [THIN] Outlook and IE issue
I have a new server running 2003 and Citrix XPe FR3/SP3. I have
installed office 2003. I can run Word and Excel, but not Outlook from a
published desktop. I cannot run IE either. From the console I can run
both but not from the published desktop. Any ideas?
