[THIN] OT - Modify OS default File System ACL settings

Hi
Can anyone tell me where the default File System ACL settings are stored?
Eg - If a new partition is created on a Windows 2003 Server, it magically
gets ACL's. I want to change the default settings so Users get Read/Execute
only. By Default Users get Create also..
