Mark I am no e-mail guru, but why are you not using Exchange mail? I have a similar setup with 50 in=house users Outlook 2000, 2003 and 2007 and I only use Pop for my field reps, all 2 of them, everything works fine, we came from a hosted e-mail solution with pop accounts with tons of problems when I brought e-mail in house I swore off pop except where absolutely necessary and I am happy with the result.
