If you have somewhat TS-inexperienced admins, removing the shutdown
selection from the system is necessary and well-documented by the
big-brained-boys above.  If they do, on occasion, need to reboot or
shutdown the servers, I like keeping the Microsoft Reboot utility on
the desktop.  It is a handy little GUI that has enough warnings to
make an accidental reboot impossible, but an intentional reboot easy
for your less-skilled folks.
