[THIN] No terminal server license server available

Hi all,
 
I have a Win2k3 domain controller that is also a Windows 2000 TS CAL
server.  However, when open Terminal Server Licensing, the following
warning comes up:
 
No Terminal Server license server is available in the current domain or
workgroup.
To connect to another license server, click Action, click connect, and
then type the
server name.
 
I can connect if I do what the warning says, but is there anything I can
do to get rid of this warning for good?
