[THIN] NT Policies in a Win2k environment

I have a Citrix server that I am trying to move from 
the NT 4 domain it is currently in to Active Directory.

I am experiencing 2 problems.

1. After putting the policy I had in the NT 4 domain
   in the netlogon share on the pdc emulator in Active 
   Directory, it is not coming down consistently.

2. I need to be able to ensure the policy only occurs 
   for the client when logging in through citrix, not 
   his regular nt workstation.

Does anyone have any ideas?
