Jim, Your problems are basically 2 things: taskbar and file transfer. First is solved by educating users to use Alt+Tab combination and the second by publishing copy Windows Explorer. Create a renamed copy of c:\winnt\explorer.exe and publish it to the users in need of file transfer.
