Where did you get this information? I'm interested in this question because
we see the following:
User A logs into app one available on server 1 only - Takes one license
in
license manager on server 1.
User A logs into app two available on server 2 only - Takes one license
in
license manager on server two.
By my count (and I could be misinterpreting the information in license
manager) that's 2 separate licenses, isn't it?

You need as many licenses as concurrent users that will be connecting to the
three servers combined.
