[THIN] MMC Policy error

Hi,
I am puzzled by the following;
Users logon to a W2k Citrix metaframe server from a NT4 Domain.
Some users get the following error when starting the SQL Enterprise =
manager;
The snapin below referenced in this document has been restricted by =
policy.
As far as i know there are no (local) policies set on the mmc w2k =
machine.
I've been looking to the (with regedt32) NTuser.dat of the user with and =
a user without this error, but they have both the same setting on the =
MMC policies registry entry.
Looking for clues....
