Thanks to everyone who replied. It was Appsense, and they have a 21 day
trial I'm going to download and try (if I can get the time).

Sounds like appsense environment manager.

 

very nice product, it's not just limited to citrix/ts environments it
works equally as well on "normal" desktops.
