Check out Microsoft Knowledge base Article 329944 which basically states:

You may also receive Event ID 1004 message on the Terminal Server in the
application event log:

Source: TermService
Description: The Terminal Server cannot issue a client license.

These messages may occur only when you use the Citrix Independent Computing
Architecture (ICA) client. If you are only using the ICA client, Microsoft
recommends that you test the behavior with the Remote Desktop Protocol
(RDP) client to see if Terminal Services Licensing is not working or the
ICA client is not receiving a license. 

To do so, install the RDP client. The RDP client is located in the
Winnt\system32\clients folder on a Windows 2000 server. If you install the
RDP client and the RDP client successfully connects and receives a license,
then the problem is with the ICA client. If RDP does not obtain a license,
then Terminal Server Licensing is not working.  

CAUSE
This behavior occurs because the Citrix ICA client is not working. The
Citrix ICA client is responsible for getting a license through the Terminal
Services Licensing service when you are using the Citrix product. If the
ICA client is not working Windows 2000 generates a 1004 event message on
the Terminal Server. The event message indicates that a client did not
receive a license. Because you have determined that the RDP client is
working, you know that the ICA client is generating the event message.

Here is the scoop:

We have a bunch (more than one less than 20) MF XP FR3 servers.

We were getting 1004 Terminal server cannot issue a client license errors.
NOT all the time but fairly often.  When this happened clients would go to
log on and the connection would just terminate (before the logon screen).
No error messages nothing.
So we tried a bunch of things like patches and then last we installed the
license server on a w2003 server (I was told it is now an enterprise
server).
Still getting these messages.

Then a co worker of mine said he was having problems like this with some of
his old thin clients (we are having the problems with PC) and they resolved
by hard coding the defaultlicenseserver.  We had this a long time ago but
had switched to nothing (key deleted) and it seemed to be working fine as it
is supposed to.

So I thought what the heck I will hard code it again.  All the errors have
gone away.

WTH?  Anyone have any ideas why this would be?
