[THIN] Let users see local printer

I have a phone system software that install a printer driving for faxing
locally on the Citrix server. I run PS4 on 2003 SP1.
Regular users cannot see this printer to use it to fax out documents.
Default security gives "Everone" Print, which the regular users fall
under. How would I give regular users access to this printer to they
can see it in their Citrix sessions?
