Try giving users write access to %systemroot%\system32\spool\drivers\w32x86\3.

Our users are configured to create the proper network printers, at connection
to the Citrix session. The printers are created, we can see them in the
printers folder. Try to print, says "you must install a printer". Print a
test page, suddenly printing works fine.
