[THIN] Issue with Shadowing

I have a server in a farm, PS 4.0 on Windows 2003. There is a policy set
for certain individuals to shadow and the policy is applied to the
servers within the farm. On one of the servers, I can set the Shadowing
enabled, Input ON, Notify OFF through Citrix Connection Config Tool.
However on another server, this does not show up as an option, there is
Notify ON but no Notify OFF. All perms on RDP and ICA are the same, the
policy is applied to both servers. Any ideas why this option does not
show up?
