[THIN] Internet/Intranet security settings in IE5.5sp2 greyed out?

Im trying to see/set the security setting in IE on W2K TS but when i open
IE's properties the "custom level" box is greyed out for both internet and
local intranet.

This is while im logged in as Administrator and other users.

Any ideas as to why the settings are greyed out.
