True, however you must have a valid Windows 2003 server license before you
can "legally" use the GPMC.  The GPMC will support 2000 and 2003
domains/gpos.

Actually if you have the new Group Policy Management Console copying,
backing up and linking GPO's to new domains or OU's is very easy.  I am
currently in the process of designing a 'template policy' of sorts that
contains all of the common settings for all of our OU's and then I will copy
to each Domain/OU and modify it further for each particular location.
The GPMC is a very good utility for use with GPO's.

GPOs can be moved in Windows 2000, but not very easily.
 
Basically it involves setting up a blank GPO and identifing the GUID for the
object.  For the GPO you want to copy from,  idendify the object's GUID.
Then on the domain controller,  locate the SYSVOL\{domain
name}\policies\{copy from GUID}\ directory.  Copy it's contents (dirs and
all) to the SYSVOL\{domain name}\policies\{copy to GUID}\ directory.
 
Go edit the GPO, verify your settings and apply the policy as needed.
