Have you checked "loopback processing"?
Do the permissions cause the policy to apply to that user
when you created the profile, did you copy by hand or use the windows
profile copy?
On the TS you should also run: "secedit /refreshpolicy user_policy
/enforce"
and "secedit /refreshpolicy machine_policy /enforce"
