Yes, and yes.  When I was first testing out MF Xpa, I had only 2
servers.  I install MF Xpa with an Access database, and the DS server
would boot just fine.  The second server had some issues booting up,
mainly because it would take a long time to access the Access DS.  In
our production environment, we are using SQL 2000 SP2 as the DS. 
Much faster boot times, and the CMC loads much quicker.

Would I have to have my DS be on FR2 before deploying the other
boxes?  And by the way should I move my DS to SQL now that I have
gone from 5 to 8 servers?

I am converting all of my servers from NT4TSE to Windows 2000 and I
am currently running FR1.  I have not tested FR2 Yet, but I was
planning on re-deploying my servers on at a time with 2000 Sp3
installed with FR1 (these would be clean installs)meaning that I
install SP3 on windows before install FR1. Is this a good choice or
should I install FR2 on these boxes as I roll them out....I have
about 7 servers to do.

cause OS corruption.
