[THIN] FR3 Options missing

added another server to my farm and suddenly the resource manager tabs
in cmc
are missing. also no backup server can be selcted. farm opertaion seems
to
work fine - all users can log in. rebooting each server didn't solve the
problem. don't want to go for a db restore yet. anyone have an idea what
could have gone wrong ?
