Not that I think it's a definite answer, but have you set the product
code for any of your Metaframe servers, yet?

I installed using the CD keys with FR2 'built in', when I got
to the point of adding the licence keys for any of the products I had,
i.e.
Metaframe XP 1.0 Connection pack
Metaframe Xpe 1.0 for Windows (Unlimited)
Metaframe XP 1.0 Feature Release 3 Connection Pack
Metaframe XP 1.0 for Windows Feature Release 3
None of them would install, an error appeared saying that 'no
products for the license key exist in the farm'. Surely the key for the
base XP 1.0 for Windows should have loaded??

By my understanding you should be okay - only thing to
remember is that to run at Fr2 - you will need to manually specifiy this
on each server, as they will default to FR3
