If you really have the money for another controller.  That would be
best.  Of course, to gain better performance, you should make sure
that the slot you install the other controller into is not shared. 
Usually, PCI slots are teamed together on the same PCI bus, thus
sharing the same bandwidth.  Similar to sharing the same IO with
multiple Logical Disks on one controller.

Would logical drives help if I had a 2nd controller?  If yes, should
OS, apps or page file go on its own controller?

        Plus - rmember, multiple logical drives do no good for performance.
        You are still only running thru 1 contoller channel.
