[THIN] Disable of Flash

To save bandwidth we want to disable flash for a certain group of users
(which are using a WAN connection).
We tried changing the permission on flash.ocx, that works but in this case when
such
a user browses to a web-site with flash it gets the dialog to install
flash.
How can we get rid of this dialog (does not popup) and still disable flash for
these users.
