Use regedit, look for their SID, and delete the entry of wallpaper,
Hkey_users\SID\Control panel\desktop\wallpaper\(delete this image)..

Hope this help.

[THIN] Desktop Backgrounds

Well, you know what they say.. if you try and make something idiot
proof, someone builds a better idiot - its the same with users! :)

We've banned access to all sorts of things with GPO's, but it seems we
missed disable changing background wallpaper. A user has managed to
set an image as a background by using the default picture viewer, but
now they want to get rid of it, they cant, as they dont have access to
display properties!

I've now set that GP field, but is there any way to remove the image?
Would setting the GP field reset the image? (Bit hopeful!) Would
change user do it?? W2k3 and MPS3 here..
